NOTICE OF RACE (NoR)
The 4th event OF WWEC 08/09 will be organized from 27th of February – 1st of March 2009, Haapsalu, Estonia.
2.1. The Championships will be organised by Winter Windurfing Club
2.2. The event is sponsored by Hiberna and Skullcandy. Also supported by Hawaii Surf, Hotel Promenaadi, Haapsalu Yachtclub, Night club Africa, Veskiviigi Trahter and others.
3. VENUE – The event will be based at the Haapsalu Yachtclub, Estonia. Driving distance from Tallinn 100 km, from Riga 313 km.

4.3. This Notice of Race (NoR) & the Sailing Instructions (SI).
4.4. The Sailing Instructions may be altered at skippers meetings.
4.5. The WWRR 09 and Sailing Instructions will be available at registration.
4.6. Competitors shall attend the opening & closing ceremonies, including the prize giving.
4.7. Protest fee of 50€ will be taken prior to processing of the protest, if protest will be deemed necessary it will be returned to initiator
5.1. There will be two disciplines held during event – Course race and Slalom.
5.2. Shape, location and lap amount of the track will be announced during the skipper meeting
5.3. A minimum of 1 (one) race and one series is required for a valid WWEC event.
For the divisions every standing will be calculated by making extraction from overall results without recalculating scores, minimum of five participants is required.

Youth under 20 years on December 31, 2008 (born 1989 and later)
Master 40 years and over on December 31, 2008 (born1968 and earlier)
7.1. All competitors shall bring their own equipment.
7.2. Maximum two boards and five sails for registration are allowed.
7.3. The sail size above 7.5 m² is restricted.
8. SAIL INSIGNIAS & BIBS/VESTS
8.1. For Sailboard class national letters & sail numbers shall be in a colour that contrasts strongly with the body of the sail. Sails shall otherwise comply with the national letter system.
8.2. During racing and training, competitors will be required by the Organisers to wear bibs/vests carrying the event sponsors’ branding; and carry the event sponsors advertising on their sails.
9.1. It is the responsibility of each competitor to participate in the safest possible manner at all times.
9.2. Helmets shall be worn during racing.
9.3. Protective clothing is highly recommended.
10.1. Competitors take part in the event at their own risk. The WWC, WISSA, ISAF, IFCA, IWA, TP, LOA or any of their representatives, sponsors, or officials are not responsible under any circumstances for any damage, loss or injury to persons or equipment either ashore or on the ice (water).
10.2. Participation in this event, supporting events and in each race in the event is at the sole discretion of the sailor and at his/her own risk.
10.3. No organisation or individual will be held responsibility for any moral or material damage that may be sustained during travel or arrival at the Championship venue.
11.1. RRS Appendix A and RRS Appendix B8 shall apply.
11.2. The Low Point Scoring System of RRS Appendix B8.3 (a) shall apply.

13.2. Haapsalu Yachtclub provides just renovated rooms, but price list not available yet.
14.1. The registration office during the regatta will be in Haapsalu Yachtclub.
14.2. Competitors will be required to produce the following, prior to completing registration formalities on site:
14.2.1 Original WWEC Entry Form (Form 1).
14.2.2 Parental/legal Guardian Assent – for those under age of 18.
14.2.3 Proof of age.

15.1. Entry fee is 30 EUR or 450 EEK shall be paid in cash.
